The staff report initially was presented to City Council 12 July, 2005. The recommendations were passed, but because of concerns raised by a U-RiceLane resident, people were invited to comment prior to a second reading. That second reading has been postponed until August 1st, at my request, in order to give ON and OE time to study the proposals. Because this had happened while we were distracted with the Fifth Street issue, it pretty much escaped attention. After a discussion with Tim Allis of OE, I spoke last week at length with Sarah Worley about some concerns with the changes; Ken Hiatt, the lead person on the new wording, was on vacation at the time. Tim and I consulted and subsequently arranged to have Ken Hiatt meet with us upon his return. Given timing constraints, it worked out to invite Ken to the ON monthly meeting, this coming Thursday, the 28th, and to postpone the second reading of the revisions until August 1st. Ruth Asmundson agreed to that schedule. This is important to ON because most of the east-facing side of G Street between 5th and 7th lies in the affected, M-U zone. Staff has said they do not intend the proposed changes to roll back any residential protections, but instead to gain flexibility and eliminate redundancy in the language of the document. On the other hand, it appears to several of us that deleting several provisions with respect to lot coverage and open space might indeed have significant impacts on areas adjacent to residential zones. Our concerns may arise from misunderstandings, or they may in fact be legitimate worries, perhaps lurking in unintended consequences. At any rate, we need to understand better the meaning of the proposal. Please take a look at the MU Zoning document and come to the monthly meeting prepared to talk about it.
